ASP.NET Core supports creating RESTful services, also known as web APIs, using C#. To handle requests, a web API uses controllers. Controllers in a web API are classes that derive from ControllerBase.

As per Wikipedia’s Definition of API: In computer programming, an application programming interface (API) is a set of subroutine definitions, protocols, and tools for building software and applications. To put it in simple terms, API is some kind of interface which has a set of functions that allow programmers to access specific features or data of an application, operating system or other services.

REST basically is a style of web architecture that governs the behavior of clients and servers. While API is a more general set of protocols and is deployed over the software to help it interact with some other software. REST is only geared towards web applications. And mostly deals with HTTP requests and responses.
